You will see from the enclosed circular that the suggestion of yours of the 15th.inst., has been acted upon and that as a result it is found that practically all the British residents in Chefoo are in favor of the establishment of a British Post office similar to that of other nationalities in this port.

The reasons for pressing this petition in this way seem to be, a general dissatisfaction with the existing arrangements of the Chinese Imperial Post, being badly managed both at this place, but more especially in the interior of this Province. It is also unreliable and unsafe, being too much in the hands of unsuitable persons. It is costly, as all those, who use it are compelled to pay what virtually amounts to a heavy tax on parcels from abroad. During the present chaotic and hostile condition of the Chinese Government it is especially undesirable that all the correspondence of the British public here should be under the control of Chinese officials.

We think, therefore, that if this matter is properly presented and vigorously pressed it should result in the establishment of a well-equipped, safe and reliable British Post Office in Chefoo which all who are concerned would greatly appreciate.

If incidentally this action should likewise benefit Tientsin and Newchwang, none of those here represented in this business should find reasonable cause for objection.
